I. Prior to Retrocession (Before 1945):
¡@¡@Public vehicle and boat transportation began operation in Koahsiung City in 1937 (during the Japanese Occupation). It began as a sole investment by Japanese merchant Togi Jyorou. At the time, there were only two gasoline powered passenger cars and one diesel fueled water cooling type wooden ferry. Later, following business expansion, more vehicles were purchased, thus re-organized as "Kong Rong Automobile Co., Ltd.".
¡@¡@In 1942, the former Kaohsiung City Hall took Kong Rong Automobile Co., Ltd. as part of the government. The "Transportation Section" was set up, responsible for public vehicle and boat transportation operations. At that point, all classes of people in the society rely on public transportation. However, when WWII began, public vehicles were confiscated for the use of the Japanese army, and public transportation service came to a standstill.
II. Provincial Government Era (1945~1979¡^:
Retrocession (the return to Chinese rule) occurred in 1945. The Kaohsiung City Government set up the Transportation Department which took over the operations of the former Kaohsiung City Hall's Transportation Section, and worked from their office in the City Government building. February 1, 1946, the "Kaohsiung Province Automobile Works Co., Ltd." and "Automobile Training Center's" housings (No. 67, Wufu Road location today) were further taken. April 1, of the same year, the Koashiung City Government revoked the Transportation Department and set up the "Kaohsiung City Government Bus and Ferry Administration". Offices were set up at No. 67, Wufu Road, head of operations was established as "Commissioner", with Mr. Tsuen-Hwei Lin as the first Commissioner in office.
October 4, 1947, Mr. Peng-Cheng Lin took office as the second term Commissioner. February 3, 1950, Mr. Ruo-Yu Chu succeeded as the third Commissioner in office. In November of 1952, under the approval of the Taiwan Provincial Government, the organization was expanded and re-organized as "Kaohsiung City Public Bus and Ferry Service Administration", under the Kaoshiung City Government, and the title of the head of operations was changed to Director. Mr. Ruo-Yu Chu became the first Director in term, and the original operational sections were changed to departments. The Kaohsiung City Public Bus and Ferry Service Administration did not recruit any new employees, and original staff members became civil servants and were designated to their posts and ranked accordingly.
In July 20, 1955, Mr. Tsu-Yun Yuan succeeded as second term Director with the second organizational expansion approved in 1963.
April 15, 1965, Mr. Ming-Tsuen Yin became third Director in office.
February 20, 1970, Mr. Li Lay took office as the fourth Director. In September of the same year, the Kaohsiung City Public Bus and Ferry Service Administration's employees were no longer designated to their posts by the government, but became full time employees hired by the Kaohsiung City Public Bus and Ferry Service Administration, and ranked accordingly.
April 1, 1972, Mr. Ming-Ta Lee took office as the fifth Director.
In 1975, the office headquarters at No. 67, Wufu 3rd Road, as well as the vehicles and boat maintenance factory and materials warehouse on location became very old due its wooden structure and long history since the Japanese occupation era. The land and buildings were sold, and new land was acquired at No. 2, Chienchun Road with plans to construct a new office building, factory and warehouse. September 14, 1975, construction began, and May 15 of the next year, the new offices were inaugurated for use.
October 1, 1975, Mr. Chi-Shan Cheng took office as the sixth Director.
January 10, 1978, Mr. Ching-Wei Hsieh became the seventh Director.
III. Special Municipality Era¡]1979 ~ present¡^:
On July 1, 1979, the status of Kaohsiung City was upgraded to special municipality under the Executive Yuan. The Kaohsiung City Public Bus and Ferry Service Administration was categorized under the Bureau of Redevelopment, City of Kaohsiung. Mr. Ching-Wei Hsieh continued to hold office as Director.
August 1, 1980, Mr. Wen-Neng Lee became the eighth Director in term.
August 12, 1981, Mr. Hsi-Chin Huang became the ninth term Director.
March 16, 1985, Mr. Wen-Hsien Wang became the tenth Director.
February 1988, Mr. Ben-Chen Chen took office as the eleventh Director.
August 1988, Mr. Ching-Jing Lin succeeded as the twelfth term Director.
January 1989, Mr. Yu-Hai Ting became the thirteenth Director.
May 1995, Mr. Yao-Tai Shih took term as the fourteenth Director.
February 1999, Mr. Tien-Fu Lee took term as the fifteenth Director.
February 2004, Mr. Teng-Kai Chen succeeded as the sixteenth Director.
July 14 2004, Renamed as Kaohsiung City Bus Service Administration.
July 2005, Mr. Wan-Fa Huang succeeded as the seventeenth Director.
March 2006, Mr. Jhao-Chong Huang succeeded as the eighteenth Director, during his term, aggressively promoting operations till present.
